New govt appointees may get old grade pay

All new recruitments by the Punjab government, including the ones on compassionate grounds, may now be done in the old grade pay. This will not just help the government skip the time consuming recruitment process by the Punjab Public Service Commission (PPSC) but also help the state save money.


A proposal in this regard was brought before the Punjab Cabinet in its meeting on Monday. But, because of some technical issues, Chief Minister Parkash Singh Badal asked Chief Secretary Rakesh Singh to examine the matter again and bring it before the next meeting of the Council of Ministers, scheduled for October 25.

Sources familiar with the developments told The Tribune that the state government, which is all set to recruit teachers and doctors, besides administrative staff, now proposes to recruit staff in the 2009 grade pay, which is before the implementation of the Fifth Pay Commission. Even appointees on compassionate grounds will get the old pay grades.

As a result, all those recruited as superintendents and above ranks will be given the grade pay of Rs 5,000, those recruited as superintendent grade 2 Rs 3,800-Rs 4,999, assistants and clerks Rs 1,900-Rs 3,799 and class IV employees Rs 1,900.

Since the implementation of recommendations of the Fifth Pay Commission in 2011, Punjab spends almost 37.22 per cent of its total expenditure on salaries, wages and pension. The wage bill has been increasing at a rate of 18.54 per cent. As against the wage bill of Rs 7,688 crore in 2006-07, the same was Rs 21,149 crore last year. “Since the grade pay will be lower, the Subordinate Services Selection Board can expeditiously recruit new staff,” said an official.
