PANAJI: Curbs on mobile phone usage, monitoring of students' dressing and surveillance of common campus areas through CCTVs will soon be a regular feature in engineering institutes and other technical colleges in the country.
The measures come as part of efforts to make technical institute campuses across India safer and more secure for female students at a time when crimes against women are on the rise, All India Council for Technical Education (AICTE) chairman SS Mantha told TOI on Friday.
"Many technical institutes across the country have taken the initiative and installed CCTV cameras in common areas like the entry gates to the colleges, lobbies and the systems are helping institute faculty to maintain vigil on campus," Mantha said. "It will be beneficial if other institutes replicate this practice. Eventually there will be a system in place where our officers will monitor these measures being implemented by colleges."
CCTVs are available at very reasonable costs today and it is not too much to ask of institutes to invest in the surveillance system, he said, speaking after an AICTE-sponsored sensitization workshop on sexual crimes against women held for technical institutes in Goa.
Directives to be issued next week, through a circular to all colleges under the AICTE, will include 'regular gender sensitization workshops for students, appointment of one counsellor for every 15 to 20 students and locking of unused rooms on campus like storerooms, laboratories, etc'.
The directives are in the public interest and will be mandatory in nature, Mantha said.
The AICTE will also ask institutes to introduce human and clinical psychology as a regular subject as part of the gender-sensitization initiative, irrespective of the stream the students are pursuing.
"At a time when sexual crimes against women are increasing, young girls and boys find that there is nowhere to turn for guidance," Mantha said.
