Haryana declares winter vacations till Jan 10

Chandigarh, December 31, 2013 The director, secondary education, Haryana, on Tuesday issued directions declaring winter vacations in the state from January 1 to January 10 in all the government, aided and non-government schools. Schools would re-open on January 13, the release said.

UGC: New technical education norms not for diploma courses

NEW DELHI: HRD ministry and University Grants Commission (UGC) on Monday said the new regulations being drafted for technical educations institutions will affect only affiliated colleges and those offering graduate degrees. A senior official said, "Draft regulations will leave out institutions offering all diploma courses."

 Clarification has come in the wake of reports that a large number of management institutions are planning to go to the Supreme Court (SC) against the proposed UGC regulations. Their plea is that regulation by UGC will delay the admission process that is already in motion.

Police detain 51 protesting teachers ahead of PM’s visit

The local police today arrested 51 computer teachers, including 32 female teachers, from Sector 24 under preventive measures ahead of Prime Minister’s visit. The computer teachers were protesting for the fulfilment of their pending demands for past many days in the city.

Today, they wanted to meet the PM at Mullanpur with their list of demands. The police, however, arrested them in Sector 24 at around 11.30 am, when they tried to move towards Mullanpur.

EPFO likely to retain 8.5% interest on PF deposits for 2013-14

Retirement fund body EPFO is likely to retain 8.5 per cent rate of interest for FY 2013-14 on PF deposits for its over 5 crore subscribers, which it provided in the previous fiscal.
Payment of 8.5 per cent rate of interest on PF deposit would leave a small surplus of Rs 56.96 crore in account books, says the agenda for the Employees' Provident Fund Organisation's (EPFO) trustees' meet scheduled on January 13 under the chairmanship of new Labour Minister Oscar Fernandes.
The EPFO, which is estimated to have an income of Rs 20,796.96 crore in the current fiscal, needs Rs 20,740 crore to pay 8.5 per cent interest to its subscribers.

Tripura to recruit over 4000 school teachers after 16 years


AGARTALA: The Tripura school education department has decided to appoint 4,606 primary school after 16 years, a senior minister said.

School education minister Tapan Chakrabarty said the decision to appoint 4606 teachers was taken at a meeting of the council of ministers recently.

The process of offering the job to eligible teachers would be completed by December 31.

Department to recruit more than 300 doctors soon, says health minister

The officials of health department had to wait for around two hours, as health minister Surjit Kumar Jyani reached late at Circuit House on Friday. The senior medical officers, district health officers, drug inspectors and food safety officers were seen waiting since morning. On the other hand, visitors or patients who came to meet these doctors at Ludhiana civil surgeon's office or civil hospital returned without meeting them, as these officials were on duty at circuit house. Teachers oppose survey duty

With December 30, the last date for submitting survey forms of beneficiaries of the Atta-Dal scheme fast approaching, the district administration has asked the authorities of five departments, including the DEO (Primary), the DEO (Secondary), the Chief Agriculture Officer, the District Food and Supplies Controller and the District Welfare Officer, to provide staff to conduct the survey. PPSC Govt posts: Two-fold rise in application fee draws flak

The Punjab Public Service Commission (PPSC) has doubled the application fee for various posts. The move has not gone down well with the aspirants who claim that instead of giving respite to the unemployed youth, the government is finding ways to mint money from them.

Nearly three years after a school principal in Gurdaspur district and her husband were accused of pressuring the staff to allow cheating during a Class XII examination, the Punjab and Haryana High Court has quashed an FIR registered against them.

The orders by Justice Sabina came on a petition filed by principal of Model Senior Secondary School Davinder Kaur and her husband Surjit Singh against the state of Punjab and another respondent.

The duo was booked after complainant Johar Singh, performing the duties of controller at the examination centre on March 17, 2011, alleged that the petitioners pressured him to allow the students to cheat. As per the FIR, superintendent and controller Arvind Kumar was also attacked by the students.

Their counsel Ramdeep Partap Singh claimed that the perusal of the FIR made it clear criminal offence had not been committed by the petitioners. Otherwise also, her husband was working as a deputy manager with a nationalised bank and had no concern with the school run by his wife.

More than 200 computer teachers of the government schools held a massive protest in front of the office of the DPI in Sector 9 here today in support of their pending issues related to the delay in salary and increment.

More absentee schoolteachers to face axe

As many reprimands failed to check absenteeism among schoolteachers, the Education Department has decided to sack more teachers. Earlier, the department had ordered the dismissal of 209 teachers in May-June for their prolonged absence from duty. Over 70 per cent of these teachers were women. There are about 200 other absentee teachers who are being proceeded against.

"We are in process of terminating the services of more teachers for their long absenteeism," said Kamal Garg, Director, Public Instruction (DPI-Education Department).

UGC draft guidelines cover all aspects of technical institutes

MUMBAI: From the next academic session, technical institutions in the country will be regularized by the universities they are affiliated to.

After the Supreme Court ruling said that colleges affiliated to any university do not come under the purview of the 'technical institutions' as defined by the All India Council for Technical Education (AICTE) Act, the University Grants Commission (UGC) has prepared a draft of guidelines for approval of new courses, setting up of new technical institutions and closure of the old ones and all other regulatory steps.

The direction was given yesterday by a bench headed by Chief Justice Mohit Shah, while hearing a petition filed by National Confederation for Development of the Disabled.

The quota would have to be applied in both recruitments and promotions.

The PIL seeks implementation of quota with effect from 1996 when the Act came into force. However, the bench has directed its implementation from 2010, when the PIL was filed.

Earlier, the state government had said that the issue fell within the domain of Union Public Service Commission and the Centre.

UGC regulations for approval of colleges offering tech education

NEW DELHI: UGC has come out with draft regulations for approval of colleges offering technical education in wake of a Supreme Court ruling earlier this year.

The apex court had ruled that colleges affiliated to a university do not come under the purview of the definition of "technical institution" as defined in AICTE Act, 1987.

NEW DELHI: An employee, sacked following disciplinary proceedings, cannot seek reinstatement as a "matter of right" after a criminal court acquits him in the case based on the charges similar to the departmental inquiry, the Supreme Court has ruled.

"There is no rule of automatic reinstatement on acquittal by a criminal court even though the charges levelled against the delinquent before the inquiry officer as well as the criminal court are the same," a bench of justices K S Radhakrishnan and A K Sikri said.

NAGPUR: Similar to the Joint Entrance Exam (JEE) for engineering, the application process for All India Pre-Medical Test (AIPMT) too has gone fully online. AIPMT will be conducted on May 4 next year and its exam conducting body, CBSE, is using technology to speed up the application process and at the same time make it error free. Applications can be filled online at AIPMT web site till December 31 without late fee. With a late fee of Rs1,000, the form can be filled till January 31.
