Chandigarh, November 28:The Punjab Government today has announced to hike Dearness Allowance (DA) by 15% for the state government employees/pensioners who are getting their pay on the basis of unrevised scales.
Disclosing this here today a spokesman of the Punjab government said that the rate of DA has been enhanced from 151 to 166% of the unrevised basic pay with effect from 1st January, 2013. He said that the amount on account of enhanced dearness allowance would be paidcash from 1st july, 2013.

In a far-reaching direction issued to the Punjab Government and the commission, Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih directed the rights body chairman to protect the interests of all the employees working on a contractual or outsourcing basis for a considerable period while finalising the recruitment rules.

Govt workers want DA to be merged with salary

 Government employees have asked the Centre to consider merging dearness allowance with their pay, arguing that the Sixth Pay Commission -- quite like the Centre -- could not have anticipated the high inflation that has eroded real wages over the last decade. Since 2006 – when the recommendations of the last pay commission came into force – the dearness allowance has increased to 90%, a reflection of the high inflation environment that employees have to cope up with. The demand was made at a preliminary meeting held between the department of personnel and the employee representatives to discuss the proposed Seventh Pay Commission announced by Prime Minister Manmohan Singh in September.

Bihar, Jharkhand treat staff like guinea pigs’-SC

NEW DELHI: The Supreme Court on Friday rapped the Bihar and Jharkhand governments for abandoning constitutional responsibility and denying salary for a decade to employees of public sector undertakings which forced them to a state of despair.

Cabinet likely to red-flag super-rich tax in DTC Bill Govt may not want to sully business environment in the run-up to polls

The proposal to levy a ‘super-rich’ tax, at the rate of 35 per cent, on those earning more than Rs 10 crore a year might not receive support of the Union Cabinet, which is to consider the Direct Taxes Code (DTC) Bill this month. This is because the government might not like to sully the business environment in the country in the run-up to the general elections. The finance ministry is moving a supplementary note to propose changes in the DTC Bill sent to the Cabinet in August. Though it is unlikely to propose any change to the ‘super-rich’ tax provision, officials say the Cabinet might not clear it in view of the polls. The Cabinet had not taken up the Bill at its previous meeting, reportedly due to apprehensions at the Prime Minister’s Office (PMO) over the new tax slab. New rule lowers HRA exemption claim limit

NEW DELHI: If you are a salaried taxpayer claiming HRA (house rent allowance) deduction, watch out. The central government has lowered the exemption limit for reporting the rent received. Salaried taxpayers claiming HRA exemption and paying a rent of over Rs 1 lakh per year have to give landlord's PAN (permanent account number). Till now, if the total rent paid was less than Rs 15,000 a month there was no need to submit the landlord's PAN details. The new rule effectively lowers the rent limit from Rs 15,000 a month to Rs 8,333 per month for claiming HRA exemption without making any disclosures.

Govt gets pension regulator to quit


NEW DELHI: Weeks after the passage of the pension bill, the sector regulatory body chief Yogesh Agarwal on Wednesday put in his papers which he said was under instructions from the government, making it a rare case of a regulator being asked to step down.

"Yes, I have resigned. I was asked to put in my papers," Agarwal told TOI, but declined to comment on the reasons for his departure. The banker-turned-regulator has stepped down around one-and-a-half years before his five-year term was due to end. Finance ministry officials, however, said Agarwal had submitted his resignation, saying that he opted to put in his papers since the government was setting up a statutory body under the recently-enacted Pension Fund Regulatory & Development Authority Act. There was speculation that Agarwal had quit as the government did not involve him in the selection of PFRDA members.

KOLHAPUR: The online registration for the Teacher Eligibility Test (TET), which will be conducted for the first time in the state this year, will close on Monday. Kochi, November 10 , 2013 : The National Assessment and Accreditation Council (NAAC) has announced a steep increase in the fee structure for colleges to obtain accreditation. The revised fees will come into effect from November 15, 2013.
The Executive Committee of NAAC approved the revised fee structure at its 65th meeting held on October 25. As per the revised fee structure, the registration fee for Letter of Intent (LOI) and Institutional Eligibility for Quality Assessment (IEQA) has been fixed at Rs 25,000. Earlier, affiliated and constituent colleges seeking assessment and accreditation for the first-time had to pay just Rs 2,247.

Indian higher education: 40% of college teachers temporary, quality of learning badly hit


There are four members in the economics faculty of Khaira College near Balasore in Odisha. Two of them get salaries of over Rs 1 lakh, one gets around Rs 45,000 and the fourth just Rs 11,139. All of them take 30 to 33 lectures a month.

Barely three weeks after imposing a ban on filling posts lying vacant for two years to curtail wasteful expenditure, the Finance Department yesterday took a U-turn and lifted the ban on the recruitment, giving the Hooda Government a free hand to fill the posts in the pre-election year.

HC notice to Punjab on selection of 5178 rural teachers

Taking up a petition seeking directions that Masters of Education (MEd) degree should also be treated on a par with other post-graduate degrees for awarding 10 additional marks in the examination conducted for filling 5,178 posts of rural associate teachers in Punjab, the Punjab and Haryana high court has issued a notice of motion to the state government.
The petition filed by Jasveer Kaur of Abohar, who holds BA, BEd and MEd degrees, came up for hearing before the court headed by justice Tejinder Singh Dhindsa on Thursday.

Model degree colleges to come up in 56 districts


NEW DELHI: In the first meeting of the project approval board (PAB) for the Rashtriya Uchchatar Shiksha Abhiyan — the ambitious higher education programme to reinvigorate state universities — 56 new model degree colleges were approved in as many districts with a total outlay of Rs 672 crore.

Uttar Pradesh has got 29 model colleges, followed by eight each in Karnataka and Odisha, Andhra Pradesh (7) and Kerala (4).

PSEB job scam: Next hearing on November 13

Govt-aided schoolteachers’ union hits out at parties

Various organisations of the Government-Aided School Teacher's Union have criticised the political parties of the state for joining hands together to increase their salaries, and termed it as a cruel joke with the employee's organisations, who have been struggling to get the benefits of even fourth pay commission. They alleged that the ruling politicians have forgotten their slogan of "Raj Nahi Sewa".

Upjit Brar, president of the Government-Aided Progressive Front, Malkiat Singh, president and Anju Kaura, general secretary of the Government-Aided School Bachao Front said that still the aided-school teachers, belonging to 476 aided-schools, were getting medical allowances and house rent as per fourth pay commission.
The government had failed to implement fifth pay commission recommendations and to give benefits to its employees, whereas the neighbor states have implemented it completely and given 18 per cent DA to its employees.
They asked as why Punjab has lagged behind and asked If there was no resources crunch, while increasing their own salary.
They also asked if the economic condition of the state was not good then why the political parties have increased their own salaries. They urged all the employees union to join hands like political parties to get their rights. 

For teachers in Education Dept, higher qualification doesn’t pay

Pursuing higher education during their service has proved “futile” for language teachers working with the Punjab Education Department. Instead of getting higher responsibility benefit after their promotion as language masters on the basis of their improved qualification, they have been denied the benefits of the Assured Career Progression (ACP) scheme after every 8, 16, 24 and 32 years of service.

This benefit has already been given to their counterparts who are less qualified than them.
These employees were appointed language teachers after doing their matriculation followed by Giani (Punjabi)/ Prabhakar (Hindi) and Oriental Training (OT).

Parliamentary panel to examine proposed changes in RTI Act

A parliamentary standing committee will commence proceedings Wednesday to examine the amendment to the Right to Information Act which seeks to neutralise the verdict of the Central Information Commission (CIC). The amendment to the RTI Act is rooted in the June 3, 2013 verdict of the CIC. The CIC had held that since six national political parties, including the Congress, the BJP, the CPI-M, the CPI, NCP and BSP, were being "substantially financed" by the central government, and given the "criticality" of the role played by them in the country's "democratic set-up and the nature of duties performed by them that point to their public

Courts can't order recovery after quashing appointment: SC

The Supreme has held that courts cannot order recovery of the amount of an employee while quashing the appointment as the denial of pay for the service rendered would amount to "impermissible" "forced labour".

"We are of the resolute opinion that even while issuing a writ of quo warranto, there cannot be any direction for recovery of the sum...," a bench of justices Anil R Dave and said.

Cashless health card scheme for Andhra employees

The Andhra Pradesh government Sunday presented a Diwali gift to its employees by announcing "cashless health card" scheme, said to be the first of its kind in the country.

Chief Minister N. Kiran Kumar Reddy approved the scheme under which free health services would be provided to 14 lakh employees, pensioners and their family members. It will benefit a total of about 70 lakh people, said a statement from the chief minister's office.

Gujarat, Maharashtra and Odisha have joined the Joint Entrance Examination (Main) system that was introduced from this year for admission to premier technical institutes in the country.

etirement fund body EPFO has directed its field staff to accept all claims that are signed by the authorised signatories irrespective of whether those are registered digitally or not.

Second notice served on schools Education Dept bars giving clerical work to government schoolteachers

Chandigarh, November 1
The UT Education Department has served another notice on all the government schools, asking them to immediately transfer the responsibility of monitoring the Sarva Shiksha Abhiyan (SSA) funds from schoolteachers to clerical staff.

This is the second notice sent by the department within a month and a half. The previous notice, issued on September 16, raised similar concerns.

Source said the failure of the schools to give heed to the previous order forced the department to resend the notice.

Nearly 100 government schoolteachers end up working as clerks in the UT government schools, while managing the SSA funds. Their responsibility includes keeping the attendance record of teachers recruited under the SSA society, making their salary cheques, and maintaining account heads, cash books, ledgers and stock registers besides other formalities.

UGC to roll back decision to disqualify NET students

New Delhi, Nov 1 (PTI) UGC has decided to roll back its decision to disqualify over 21,000 students who had sat for UGC-NET exam in June and manually correct their answer scripts. The disqualification was a result of "unfair means" resorted by the students as they had changed their responses on the answer sheets by scratching or using white fluid. The decision, however, led to resentment and protest from the affected students, eventually prompting UGC to change its decision.
