Punjab and Haryana high court has set aside the selection of 1, 983 physical training instructors (PTIs) made by Haryana government in 2010

A division bench of Punjab and Haryana high court has set aside the selection of 1, 983 physical training instructors (PTIs) made by Haryana government in 2010. It has also imposed a fine of Rs. 50, 000 on Haryana government and Rs. 10, 000 on Haryana Staff Selection Commission for committing fraud in selection process.


In September last year, a single judge bench of the high court had quashed the selection of 1, 983 teachers after it found out that all decisions were solely taken by the chairman of the Haryana Staff Selection Commission (SSC) without involving other members of the commission.

It stated that the government was just "playing with the sentiments and future" of these teachers.

In a significant development, the Supreme Court on Monday has ruled that Aadhaar or the unique identification (UID) number scheme, the United Progressive Alliance (UPA) government's ambitious project, is not mandatory to avail essential services from the government.
Various state governments have been insisting on making Aadhaar compulsory for a range of formalities, including marriage registration, disbursal of salaries and provident fund among other public services.

The Finance Ministry has clarified that all services relating to education are exempt from tax.

There are certain auxiliary services, which would also not be taxable if provided to education institutions in relation to education. The Punjab School Education Board office was today flooded with complaints that papers of the online examination, scheduled to be held for Class VI to Class X from tomorrow, were leaked. Officials termed these complaints as rumours.

Students of these classes are to be evaluated through papers that will be sent online for subjects of mathematics, science, Punjabi, Hindi, English and social sciences.

A senior official requesting anonymity said, “We have heard that fake papers are being sold for Rs 500 in the state. This can’t be possible because we have not sent any papers yet. Only evaluation tools have been forwarded to schools.”

The officer said, “These exams do not carry pass or fail grades and are a part of the Continuous and Comprehensive Evaluation (CCE) exercise.“

A senior schoolteacher said, “Instead of rubbishing reports of paper leaks, the department should look into the issue. There are other issues too. Since computers at many schools are not working, papers could not be downloaded. Moreover, several schools did not have printers.”

CHANDIGARH: The Punjab government would ensure regular disbursement of post-matric scholarship to all the eligible students in the state.

A direction was given by Chief Parliamentary Secretary Higher Education Mr. Avinash Chander in a high level meeting with the senior officers of Higher Education Department held here today to review the implementation of various scholarship schemes in the state.

Speaking on the occasion, Mr. Avinash Chander said that the main concern of their government was to impart quality higher education through all the government as well as private educational institutions in the state. He said that the state government had launched the prestigious Dr. Hargobind Khurana Post-Matric Scholarship scheme for

the meritorious students of the Government schools securing 80% or more marks in the matriculation exams.

Mr. Avimash said that all the brilliant students who secured 80% or more marks would be eligible for this scholarship up to senior secondary level. Under this scheme the state government would be spent Rs. 15 crore during 2013-14, he added.

The Chief parliamentary secretary further said that this scheme would cover all Government and Adarsh schools being run by the Punjab School Education Board (PSEB). Rs 30,000 per annum would be disbursed to the students through e-transfer in their bank accounts on monthly bases i.e. Rs. 2500 per month.

He directed the senior officers of higher education department to keep close liaison with all the concerned sectors for proper implementation of various scholarship as well as other educational schemes in the schools and colleges of the state.

He also directed the department to take stern action against those who failed to implement these schemes in a proper manner.

Two other made it to the top 300—IIT Bombay (233) and IIT Kanpur (295). IIT Madras is ranked 313 while IIT Kharagpur stands at 346.

A close scrutiny on the ranking has more bad news for India. Even though the IITs figure in the list of the world's top 800 institutes, majority of them have actually fallen in ranking in 2013 as compared to their standing in 2012.

IIT Delhi for example was 212th best in 2012 but fell to 222 in 2013. Similar is the story with IIT Bombay which fell from 227 to 233, IIT Kanpur falls from 278 to 295, IIT Madras from 312 to 313. IIT Kharagpur is the only Indian institute that has gained ranking from in 349 in 2012 to 346 in 2013.

The other Indian institutes to make it to the top 800 list includes IIT Rourkee (401), Delhi University (441), IIT Guwahati and Mumbai University both at (601) with University of Pune and Kolkata at 701.

Globally, MIT tops the table for the second year in a row, followed by Harvard and Cambridge.

The best-performing countries in terms of number of universities ranked were the US (144), UK (69), Germany (42), France (40) and Japan (38).

The rankings say: "In India, five Indian Institutes of Technology are the country's only representatives in the top 400".

The QS World University Rankings are based on four key pillars—research, teaching, employability and internationalization. The methodology consists of six indicators: academic reputation (40%), employer reputation (10%), and faculty student ratio (20%), citations per faculty (20%), international students (5%) and international faculty (5%).

This year sees the most comprehensive QS World University Rankings ever as over 100 universities are added, making it an 800-strong list with 76 countries represented. The rankings took into account 62,094 academic and 27,957 employer responses, making both surveys the largest of their kind in the world.

The tall claims made by the Punjab Government notwithstanding, hundreds of government employees have not received their salaries till date. The government had yesterday claimed that it had never defaulted on paying salaries and wages, but 10 days into the new month and employees claim that they have not received their salaries for August so far.

Of the total monthly salary bill of Rs 1,200 crore (besides Rs 500 crore as pension bill), the state is yet to release salaries amounting to Rs 250 crore. Those who have not received their salaries are mainly employees of the Education Department, some wings of the Irrigation Department, rural doctors and pharmacists and staff of government-aided schools.

Sources said of the 3.15 lakh employees of the state government, almost 20,000 employees had not given salaries.

Dr Aslam Pervez, state president of the Rural Medical Services Association, said around 3,600 employees of the Health Department, who get salaries through grant-in-aid given to the zila parishads, were not paid this month. Rural doctors, pharmacists, and Class IV employees of the department are yet to get their salaries for August as the government is yet to release grant-in-aid given to the zila parishads.

“For us, this is a perennial problem. The government has failed to address our concerns. We have been demanding that our salary should be paid directly by the government,” he said.

Meanwhile, employees of the Education Department, have decided to go on a war path. Harnek Singh Mavi, press secretary of the Government Teachers Union, said if they did not get their salaries by September 12, they would gherao all district treasury offices.

Besides salaries, the government has also failed to release 8 per cent dearness allowance to its employees, due since January although the civil and police top brass have got the DA. The employees are also yet to get 30 per cent arrears of the Fifth Pay Commission.

A senior official of the Finance Department told The Tribune that releasing salaries was an ongoing process. “The Deputy Chief Minister had yesterday clarified that we have never defaulted on the payment of salaries although these could get late by a day or so. The delay, if any, is mainly because of late receipt of salary bills from various departments,” he claimed.

Death due to heart failure at work place amounts to employment injury, the Bombay High Court has held and ordered Employees State Insurance Corporation (ESIS) to pay within a month the claim amount to a 40-year-old housewife whose husband died of cardiac arrest in a factory.

The order was passed by justices K R Sriram and V M Kanade, on September 5, on a petition filed by the widow of Bharguram Mahadik, who worked as a fitter on a meagre salary of Rs 6,000 with Dhanwantari Engineers Pvt Ltd.

Bharguram was registered with ESIS scheme. On March 27 last year, he complained of chest pain and his colleagues took him to a resting area within the factory premises and asked him to rest for a while. As his condition worsened, he was rushed to the Navi Mumbai Municipal Corporation at Vashi.


The provisional cause of death in the certificate issued on the same day mentioned that the insured was "brought dead" to the Hospital. The Insured was declared as dead by the Medical Officer of NMMC Hospital and the cause of death was mentioned as "Acute Myocardial Infarction". At the time of death he was about 50 years old.

The employer of the insured raised a claim for the dependents under the ESI Act on April 11, 2012 but it was rejected by ESIS on May 14. One of the ground said that the deceased cannot be treated as an employee under the ESIS Act.

The ESIS refused to pay the claim, saying that the injury sustained by the employee cannot be treated as an Employment injury under the Act. It further said the insured person had died of natural causes and the death was not related to stress and strain of work.

The widow of the insured Bhagyashree Mahadik argued that the insured died in the factory where he was working and the death was caused during the course of employment. Moreover, the insured was covered under the ESIC scheme, her lawyer Preeti Walimbe contended.

ESIS counsel H V Mehta said the petitioner had an alternative remedy to raise the dispute before the Employees' Insurance Court. He said the insured died of heart failure and he was working as a Fitter in the Company and could not have died due to natural causes related to stress and strain of work.

PATNA: What next - science, arts or commerce? The question haunts most of the Class X students as the write their final exam.

To help Classes IX and X students choose subjects for their senior secondary classes, Central Board of Secondary Education (CBSE) will conduct the fourth Students Global Aptitude Index (SGAI) assessment test in November. The SGAI will help students know their aptitude. Its questions will not be from the text books. They will only include psychological questions. The test is optional for students.

SGAI provides complete counselling through psychological measures to help students opt for different streams in Class XI according to their aptitude. "When students pass Class X, 95% of them want to opt for PCM (physics, chemistry and maths), and later pursue engineering. But, SGAI would help the students know the area in which their potential is higher," said Baldwin Academy principal Rajiv Ranjan, who was also the CBSE city coordinator for 2013 Board exams.

According to Ranjan, most of the parents also want their children to become engineers without knowing their preferences. "Activities such as SGAI would help students scientifically know about better career choices for them," he said.

Many schools in the city have already notified the students about the aptitude test. According to the CBSE circular, schools can register online for the SGAI test on payment of Rs 100 per student till October 15, 2013. Students can log on to the CBSE website, www.cbse.nic.in, to know the format and details of SGAI assessment test.

The previous editions of SGAI were conducted in January but parents as well as teachers requested the CBSE to advance the test date so that students could receive the results before the Board exams and benefit more from the test.

The CBSE also sends advocacy material in the form of PowerPoint presentations, teacher's manual of activities and posters etc to each school to hold SGAI orientation programmes in schools. Around four lakh students across the world have so far opted for the CBSE-SGAI during the last three years.

Disclosing this here today a spokesman of the Punjab Government said that it is a very alarming that a large number of 29 certificates were found bogus by the board since April 2013.
He further said that all the educational institutions and the departments would get the certificates verified from the concerned boards and universities at the earliest and in the case of bogus certificate appropriate action would be taken against the concerned person.

The Director General School Education (DGSE) has issued a deadline of October 10 to the DEO (Elementary) to submit a comprehensive report of the schools to be closed in the district owing to their failure to meet the RTE guidelines. As many as 49 schools in the district have been issued closure notices.

While the report sought by the DGSE also seeks a report of measures taken to ensure alternative options for the students who have been left out-of-school due to the closure of these schools, the education department has been caught snoozing.

While 41 schools were issued closure notices as early as April, the total number of schools issued closure notices is now 49 and out of these, 18 have already stopped functioning.

The SSA/RMSA office employees will go on mass leave on September 11 and get together outside the office of state project director, Sarv Shiksha Abhiyaan, Mohali.

In a press statement issued here the SSA/RMSA Office Employees Union state president Talwinder Singh Warring said a meeting to decide the action was held today. It was decided that the protest will be peaceful. He said on August 28 the CM Prakash Singh Badal had conducted a meeting of education minister Sikandar Singh Maluka, Director General of School Education (DGSE) Anjali Bhawra and others officials wherein it was declared that the decision on implementing pay scale revised on November 30, 2011 be taken. Anjali Bhawra was directed to write to the Government of India soon to get the funds.

A delegation of the association met Anjali Bhawra on August 30 this year asking for the revised salary, but her office did not gave a satisfactory answer.

Warring said there was resentment amongst the employees against DGSE office for not giving them satisfactory answers. On September 11, all the association members across the state will take mass leave and get together at the Mohali office.

CHANDIGARH: Punjab deputy chief minister Sukhbir Singh Badal on Monday made a valiant attempt to defend the rather delicate financial situation of the state at a marathon press conference lasting well over one hour, most of which was taken up by a power point presentation on various aspects of the state’s economy.

Sukhbir, who faced a barrage of questions from the media, tried to answer most of them as best as he could but still left many of the scribes unsatisfied. The deputy chief minister tried to divert the criticism by comparing Punjab’s fiscal health with those of other states as well as the Centre by emphasizing that Punjab’s economy was in much better shape than that of the crisis-ridden Union government.

He also said that contrary to what was being reported in newspapers and TV news channels, the state’s actual finances were in much better health than in the previous Congress state government.

Speaking to media at Punjab Bhawan on Monday, Sukhbir Badal presented a power point presentation in which he emphasized on the state’s growth rate as well as revenue generation vis-� -vis other states in the country. He said, “Contrary to what is being reported on a daily basis in certain newspapers and news channels, the Shiromani Akali Dal (SAD)-BJP government has fared far better than Captain Amarinder Singh-led Congress regime of 2002-07.”

He presented power point slides on the state’s expenditure, Centre’s contribution to the state’s finances, Punjab’s tax revenue receipts as well as the state’s non-tax revenue receipts, all the while pointing out to the fact that a state’s revenue deficit on one day may not be the case the next day as a state government’s finances are not calculated on a day-to-day basis, but on an year-to-year basis. He quoted facts and figures from Reserve Bank of India (RBI), Central agencies as well as state monitoring agencies.

Badal also appealed to the media not to paint a scary picture of Punjab’s finances which would drive away investments from within India as well as from abroad.

It was a harrowing Sunday for the residents of the city who had to battle complete traffic chaos as the heart of the city, Bharat Nagar Chowk, was blocked by hundreds of unemployed teachers from all over Punjab who were demanding jobs and protesting against the state government.

More than 14,000 teachers who have passed Teacher's Eligibility Test (TET) in 2011 and 2013 are jobless and have been fighting for their rights for the past two years.

On Monday, the teachers first gathered opposite the mini-secretariat and raised slogans against the government and then they went on to do 'chakka jaam' and blocked traffic at Bharat Nagar Chowk.

The commuters had to battle traffic jams throughout the day as the protest which started around 12 noon went on till late evening as there was no response from the administration to the protesting teachers.

Till the filing of this report, the teachers were still sitting on the Ferozepur road at Bharat Nagar Chowk and traffic police was diverting the traffic from Jagraon bridge to Mata Rani Chowk and from the bus stand to Kochar market.

Hundreds of police personnel were deployed to avoid any untoward incident but the protest remained peaceful.

Deep Raja, from TET Passed Unemployed Teachers' Union, Punjab, told Ludhiana Newsline: "We held multiple meetings with CM but with zero results. He has given nothing except assurances. Despite more than 40,000 posts lying vacant, we 14,000 teachers even after clearing TET are unemployed. After various efforts, the government advertised 5,078 posts but after that advertisement, nothing has been done to recruit those who applied. So now when nothing is happening, protest is the only way to make the government hear our voice. These protests will be intensified till our demands are met."

ADCP Joginder Singh had summoned the teachers to call off their protest and promised fixing of a meeting with Deputy Chief Minister Sukhbir Singh Badal. "They are assuring us a meeting with Deputy CM. So now for time being, we are planning to end the protest," Raja added.

Private technical and medical colleges demanding capitation fee from students is illegal and unethical, the Supreme Court has said and asked the Centre to make laws to put an end to such practices which deny admission to meritorious financially poor students in those institutions.

"Collection of large amount by way of capitation fee running into crores of rupees for MBBS and post-graduate seats, exorbitant fee, donation etc, by many of such self- financing institutions, have kept the meritorious financially poor students away from those institutions," it said.

"Pressure, it is also seen, is being extended by various institutions, for the additional intake of students, not always for the benefit of the student community and thereby serve the community, but for their own betterment," a bench of justices K S Radhakrishnan and A K Sikri said.

The court said that quality of education has gone down in private colleges which are turning into students financing institutions. It said that government agencies need to introspect on the issue to bring proper legislation.

"We cannot lose sight of the fact that these things are happening in our country irrespective of the constitutional pronouncements by this court in TMA Pai Foundation case that there shall not be any profiteering or acceptance of capitation fee etc.

"Central Government, Ministry of Health and Family Welfare, Central Bureau of Investigation or the Intelligence Wing have to take effective steps to undo such unethical practices or else self-financing institutions will turn to be students financing institutions," it said.

The court said that mushrooming of large number of medical, engineering, nursing and pharmaceutical colleges has definitely affected the quality of education in this country, especially in the medical field which call for serious introspection.

"Private medical educational institutions are always demanding more number of seats in their colleges even though many of them have no sufficient infrastructural facilities, clinical materials, faculty members, etc," it said.

Reports appear every now and then that many of the private institutions which are conducting medical colleges are demanding lakhs and sometimes crores of rupees for MBBS and for post-graduate admission in their respective colleges, it said.

The bench also referred to recent cases in which CBI had to charge sheet the then Union Minister of Health and Family Welfare and President of Medical Council of India to emphasise that all is not well even at the government level.

CBI's investigation "reveals a sorry state of affairs, which is an eye-opener for taking appropriate remedial measures in future so that medical education may attain the goals envisaged by the IMC Act and the Regulations and serve the community", it said.

"CBI had to charge sheet none other than the then Union Minister of Health and Family Welfare, itself which depicts how the educational system in this country is deteriorating.

"Many of regulatory bodies like MCI, AICTE, UGC etc. Were also under serious clout in the recent years. CBI, in the year 2010, had to arrest the President of the MCI for accepting bribe to grant recognition to one medical college in Punjab," it said.

"We, therefore, emphasise the extreme necessity of a parliamentary legislation for curbing these unfair practices which is the demand of our society," it said, adding, "We are confident, earnest efforts would be made to bring in proper legislation, so that unethical and unfair practices prevalent in higher technical and medical institutions can be effectively curbed in the larger public interest."

The court passed the order while rejecting the plea of a Bareily-based medical college which had approached it against MCI for not allowing the institution to increase the student intake.

Central Administrative Tribunal relief on pension for 16 Indira Gandhi Centre for Atomic Research employees

Chennai: The Madras bench of the Central Administrative Tribunal has directed the Indira Gandhi Centre for Atomic Research (IGCAR), Kal­pakkam, to provide GPF and other benefits under Central civil service (pension) rules 1972 to 16 employees absorbed as temporary workers in 1999.

In a petition, K. Punniyakoti of Kalpakkam and 15 others prayed for a direction to the Central government and IGCAR to extend to them the benefit of pension under the old government pension scheme.

The petitioners contended that they were granted temporary status in 1999. On September 9, 2008, they were appointed as casual labourers in the grade of ‘helper A’.

As per the order, 50 per cent of the service rendered under temporary status would be counted for retirement benefits.



After rendering three years of continuous service after conferment of temporary status, the casual labourers would be treated on a par with group D employees for the purpose of contribution to general provident fund.

They were appointed in temporary category and su­bsequently regularised between May 2005 and November 2005.

Meanwhile, the government introduced the new pension scheme in April 2004 and the employees who joined service after January 1, 2004 were to be be covered under the new scheme.

In its reply, IGCAR argued that the employees who joined service after January 1, 2004 would be governed by the new pension scheme.

Employees who joined service prior to January 1, 2004 were governed by the general provident fund/contributory provident fund as per the Central civil service (pension) rules 1972.

The judicial member of the bench, B. Venkateswara Rao directed IGCAR to apply provisions of the Central civil service (pension) rules 1972 in respect of the employees and extend benefit under GPF rules. The bench also directed IGCAR to deduct monthly subscription regularly without interruption. The order is to be complied with within two months.

EPFO May Approve 8.5% Interest Rate for 2013-14


Retirement fund body EPFO is likely to announce an interest rate of 8.5 per cent on provident fund deposits for 2013-14 to its over five crore subscribers, the same as provided for last fiscal.

According to sources, the preliminary estimates indicate that the payment of 8.5 per cent rate of interest will leave no deficit for the Employees' Provident Fund Organisation (EPFO) and could rather leave some surplus for the body.

"In all likelihood, the interest rate on PF deposits for this fiscal will be fixed at 8.5 per cent," a source said.

The source further said if the interest rate is to be increased to 8.75 per cent for the current fiscal, it would result in some deficit, which might not be acceptable to the finance ministry.

The body is likely to call a meeting of its apex decision making body, the Central Board of Trustees (CBT) headed by the Labour Minister, on September 23 to approve the interest rate.

During the meeting, the trustee would reconstitute the EPFO's advisory body--Finance and Investment Committee (FIC), which recommends the rate of interest to the CBT.

After the reconstitution of CBT by EPFO in June, the other sub-committees of EPFO like FIC, were dissolved and were required to be reconstituted.

As per the practice, the EPFO would have to place the proposal before FIC after which it is considered by the CBT for taking a final call on the matter.

Once approved, the proposal is put before the Finance Ministry for its concurrence.


The source said the CBT will meet again after reconstituting FIC sometime before Diwali (which falls on November 3) to approve the rate of interest for this fiscal.

Punjab today faces a grim fiscal scenario with a cash-strapped SAD-BJP coalition government delaying payment of salaries to its employees, VAT refunds to industries and clearing its fuel expense bills.

The situation appears to be bad with the opposition party Congress demanding imposition of financial emergency in the state that had voted the coalition for the second term last year.

The state government on its part attributed the state's "weak" fiscal situation to low revenue growth due to slowdown in economy.

The state government staff claimed their salaries had been delayed beyond a month while government-aided school teachers have also claimed non-payment of their salaries for the last six months.

"We have not been paid salary for the past six months despite the state education department having given its approval for payment. The finance department has stopped the release of payment which is worked out at Rs 60-70 crore," Government Aided School Teachers & Other Employees Union (Punjab), President, Gurcharan Singh Chahal claimed.

"It has been very tough for 4,200 teachers, principals and other non-teaching employees who have been without salary for such a long time," he said while announcing that a state-wide agitation against Punjab Education Minister Sikander Singh Maluka would be launched on October 9.

Punjab Finance Minister Parminder Singh Dhindsa ascribed the current fiscal health to low revenue growth in the first quarter of this fiscal, saying the situation would improve in the following quarters.

"Our fiscal situation is not as bad as is being projected...Yes, there is a slow growth in revenue but our revenue growth is at 10 per cent and better than Haryana's tax revenue growth of 5 per cent," Dhindsa said.

Asked about transferring government properties to PUDA under Optimum Utilisation of Vacant Government Land Scheme for raising resources, he said the money generated from it would be spent on capital expenditure only.

"We will spend the money raised from it on capital expenditure only..We have funds for payment of salaries and wages", he said.

Employees under the banner of Punjab Civil Secretariat Staff Association claimed they are not getting salaries on time. The salaries are being disbursed in the first week of the following month.

"There was a delay in release of salary for 4 to 5 days for the month of August," said Association's President Paramdeep Singh.

Punjab government has also not paid eight per cent Dearness Allowance from January one this year and pay arrears instalment for the period between January 2006 and July 2009 to its employees and pensioners.

"The bureaucrats, including IAS, IPS officers have been given DA, but we have not been paid..Why is there discrimination in payment of DA"? said Singh.

Punjab's salary and wages bill sharply shot up from Rs 6,438 crore in 2007-08 when the SAD-BJP government came to power to Rs 15,184 crore (projected) for 2013-14.

It is not only salary and wages. Punjab government has also not been paying Value Added Tax (VAT) refunds to the state industry for the past several months, industry representatives claimed.

"Though Punjab Excise and Taxation department claims less, but as per our estimates, VAT refunds to the tune of Rs 1,000 crore has been pending with the department," said Federation of Associations of Small Industries of India, National President, Badish Jindal.

Fuel pump owners are also resenting about non-payment of their bills by the state government to the tune of Rs 4 crore.

"Our fuel bills to the tune of Rs 4 crore have been pending for the past six months despite raising this issue at the appropriate levels numerous times," said Punjab Petroleum Dealers' Association President J P Khanna.

Several government departments, including police, district administration and even Punjab Excise and Taxation department, owe to fuel pump owners.
"The fiscal situation of government departments is so bad that if we do not refill the fuel the tank of state government's vehicles, state officials cannot reach their offices in time," Khanna said while alleging that fuel pump owners sometimes had to refill government vehicles under duress.

Punjab government has also not been able to honour its election promise of giving free tablets to 1.50 lakh students and employment allowance of Rs 1,000 per month so far.

According to RBI's latest report on the state's cash management, Punjab figured among the five states which claimed overdraft in current fiscal.

Till August 5 this fiscal, Punjab availed overdraft for maximum number of days at 37, followed by Nagaland at 35 days, West Bengal at 9 days, Manipur at 8 days and Mizoram at 5 days.

Moreover, Punjab availed Special Ways and Means Advances (WMA) and normal WMA for 74 days each which is also one of highest number of days, in current fiscal so far. RBI allows states to tide over their temporary mismatch in cash flow through WMA mechanism.

Though Punjab government accused the Centre of being responsible for the "fiscal crisis" alleging step motherly treatment meted out to the state, the state's total outstanding debt is projected to cross a whopping Rs 1 lakh crore mark in current fiscal.
Punjab's outstanding debt, including reserve funds, went up from Rs 55,982 crore in 2007-08 to Rs 1,02,282 crore (Budget Estimates) in 2013-14 with Punjab unit of Congress accusing the state government of resorting to reckless borrowings for payment of debt and salaries bill.

Punjab along with West Bengal and Kerala, had been identified as a debt-stressed state by the 13th Finance Commission.

With the state's revenue receipts consistently being short of revenue expenditure, Punjab has not been able to bring down its revenue deficit as per financial consolidation path recommended by the 13th Finance Commission.

Against the target of 1.8 per cent and 1.2 per cent for 2011-12 and 2012-13, the state recorded revenue deficit as per centage of GSDP at 2.63 per cent and 1.61 per cent respectively.

Accusing the SAD-BJP government of leading the state to bankruptcy, Congress had asked the Centre to declare financial emergency in the state and also sought a white paper on the state's fiscal health.
Union Information and Broadcasting Minister Manish Tewari said that during the last six years, the Punjab economy had gone "from bad to worse" and people at the helm of affairs here had proved beyond doubt that they were not capable of managing the state's economy".

"Rs one lakh crores debt is too difficult to explain," he remarked and alleged that during the last six years "all norms of economic management have been violated and thrown to winds and the results are before everybody to see".

Tewari, who is also Congress MP from Ludhiana, said never has it happened that the state government had to mortgage its buildings to generate loans for paying salaries to its employees, a charge denied by Punjab government.

Asking the state government to issue a white paper as to what went wrong, he said, the people of Punjab have a right to know and the state government owed an explanation to them.

The Minister wondered why was the state was "running away" from debating and discussing the issue.

"Just by going on in denial mode and claiming all was well with the economy does not make the economy well," he said while adding the governments with healthy economies do not mortgage their properties for paying salaries to their employees.
